The controlled handoff of an aircraft to a pilot for a flight - confirming airworthiness, currency, and booking before the keys move.
In practice
In big operations dispatch is a desk; in shared aircraft it is a discipline. A real dispatch step checks that the airplane is airworthy, the pilot is current and authorized, and the reservation is theirs - then records times out and back so billing rides on data instead of memory. Skipping dispatch is how out-of-annual airplanes fly and how unbilled hours evaporate.
