In practice
Squawk culture is the immune system of a shared airplane: pilots who report freely surface problems while they are cheap. The operational questions are triage and visibility - is this airworthiness-critical or cosmetic, does it ground the airplane, and does the next pilot see it before takeoff? A squawk attached to the aircraft record, with a grounding flag when serious, reaches the next pilot. One in a text thread does not.
